Planning Manager, Design & Implementation at Cuyahoga County Planning Commission

County Planning provides professional planning assistance to the 59 cities, villages, and townships in Cuyahoga County. Hired in 2015 as the Planning Services Manager, Jim helped reorganize the division and his efforts more on Active Transportation-focused projects such as the Cuyahoga Greenways Plan, which envisions an 800-mile network of pedestrian/bicycle facilities to better connect people to parks, job centers, and destinations throughout the County and region. Jim is currently leading the Cuyahoga County Lakefront Public Access Plan that spans six communities across 30 miles of Lake Erie shoreline and explores opportunities to mitigate shoreline erosion while providing active transportation-based public access (based on the “Euclid Model”) along a shoreline that remains 90% under private ownership.

Jim has nearly thirty years of professional planning experience in the public-, private-, and non-profit sectors. Prior to joining County Planning, he served as the Planning & Urban Design Manager for the City of Euclid Department of Planning & Development. In this role, he worked closely with commercial and industrial property owners and developers to guide projects through the regulatory process from concept to construction, and as well on the early development of Euclid’s Waterfront Improvement Plan.

Jim studied Urban Planning at the University of Cincinnati College of Design, Architecture, Art & Planning. An avid cyclist, he is a member of Bike Cleveland and its Bike Euclid chapter and is a certified League Cycling Instructor (LCI #6220) through the League of American Bicyclists. He currently serves as Chair for the Northeast Ohio Areawide Coordinating Agency Bicycle & Pedestrian Advisory Council, and on the CDBG Citizens Advisory Committee for the City of Euclid.
